An attorney and technologist who builds software for law and the web, including QUAIIL's Veritas Engine for digital evidence and SiteKeys websites. Currently Chief Deputy Treasurer of Lucas County, with more than thirty years across law, technology, publishing and finance.

Building software for law and the web
Mark founded QUAIIL (Quantitative AI Investigation and Litigation), a private investigation firm built around the Veritas Engine, which uses AI to process digital evidence for defense attorneys.
He also builds websites through SiteKeys: fast, modern sites that clients own outright, including the domain, the hosting and every account.
His technology work began long before law school. In Indonesia he founded Equinox Apps, the first publisher of iOS applications in the country, and Equinox Digital Music Distribution, the first international digital distributor of Indonesian music.
In law and government he brings the same approach: using technology to improve legal practice, streamline case management and advance the fair administration of justice.
Law
A second career, built on the first
Returning to the United States in 2016, Mark earned his J.D. magna cum laude from the University of Toledo College of Law in 2023, concentrating on criminal law, securities and technology law. During law school he completed an externship with Judge Dean Mandros in the Lucas County Court of Common Pleas.
After passing the bar in November 2023 he served as an Assistant Prosecuting Attorney in Lucas County until October 2025, trying criminal cases and handling motion practice.

Lucas County Treasurer's Office
Since October 2025 Mark has served as Chief Deputy Treasurer of Lucas County.
He has also served as Campaign Advisor to Common Pleas Judge Dean Mandros, Campaign Manager for Sylvania Municipal Judge Michael Bonfiglio and Campaign Treasurer for Common Pleas Judge Ken Walz.
Finance and publishing
Zurich, Hong Kong, Jakarta
Mark began his career in international finance with Swiss Bank Corporation (now UBS), specializing in equity derivatives in Zurich, Hong Kong and Jakarta, where he advised institutional clients and developed risk-management strategies for emerging markets.
In 2000 he founded Equinox Publishing, which became the largest English-language publisher of books on Indonesia, producing award-winning titles on history, politics and culture and introducing Indonesian literature to readers worldwide. It later expanded into apps and digital music distribution.
Other ventures
Harry's Candy Company
Freeze-dried candy handmade in Toledo. Its 2025 case against the Ohio Department of Agriculture produced "Harry's Rule": freeze-dried candy may be sold as an Ohio Cottage Food.
